Shanghai Agricultural Biological Gene Center was established on July 27, 2002. It is a public welfare institution affiliated to the Shanghai Agricultural Committee and commissioned by the Shanghai Academy of Agricultural Sciences. It is the chief scientist responsible system under the leadership of the Board of Directors. The center focuses on the research of agricultural biological genetic resources. Its purpose is to establish a material and technical foundation for the sustainable development of China's agriculture based on Shanghai, facing the whole country and connecting the world. The main tasks are: collection and preservation of agricultural genetic resources, research evaluation, breeding and innovation, develop and utilize related technologies.

The Gene Center has now  4 departments: Gene Resource Library, Resource Evaluation Innovation Lab, Water-saving and Drought-resistant Rice Research and Development Center and Comprehensive Office. It is also the National Crop Germplasm Resources Platform (Shanghai),  Shanghai science observing experimental station  of Crop Genetic Resources and Germplasm Creation of the Ministry of Agriculture , the supporting unit of the National Resource Laboratory of National Key Laboratory of Crop Genetic Improvement. The center has 35 employees, 20 post-doctoral and doctoral students.

The Gene Center has a comprehensive agricultural biological gene resource library, including low temperature, humidity and liquid nitrogen storage systems, which can achieve long, medium and short term preservation of 300,000 germplasm resources. At present, the gene center has collected and stored more than 180,000 germplasm resources, providing more than 30,000 copies, including major food and economic crops such as rice, wheat, corn, barley, canola, vegetables, flowers, microbial resources and genetic engineering materials; especially in the collection and preservation of rice functional gene resources. The Resource Evaluation Innovation Laboratory can carry out comprehensive evaluation and identification of excellent germplasm, facilitate the discovery, separation and transfer of genes, and the functional and genomic research of major crops and the innovation and utilization of germplasm resources. The laboratory is now undertaking major national key basic research development planning projects (973 Plan), national high-tech research and development plan (863 Plan), Ministry of Agriculture 948 major special projects, Shanghai science and technology development and Shanghai science and technology agriculture and other major and key projects and international cooperation projects from the United States, such as Bill and Melinda Gates Foundation.
